If you where playing say Russia that starts off about 10% literacy you really need to go to 4% for max literacy gains. Prussia has decent literacy so 2% Clergy is defiantly fine here. Tariffs seem to be generally to be avoided. From memory, Prussia has a decent starting economy. Just try to balance your budget, tax your people too much and they can't afford to buy any goods you make. If you struggle with admin efficiency, some bureaucrats could be worth it, but its hardly the case. But try to spread it out, focusing too many soldiers in one state can be devastating to its population.Īfter you get 2% clergy, I'd recommend focusing on clerks, soldiers, capis and the occasional industry. If you feel you need more soldiers, especially if you have been loosing alot of them in a big war, or intend on taking on a fierce enemy, I'd say yes. To maximise your reserach points, you should aim for a population of 2% clergy (more will increase litteracy faster), and 4% clerks.
